DR. HENRY BOLAND HOWARD-BAGLEY, CHAIRMAN
Henry B. Howard is the founder and 100% owner of U.S. Education Finance Group (USEFG). Since its inception in 1999, USEFG generated $5.5 Billion of education consolidation loans, sold $2.2 billion of education loans to various U.S. secondary markets, and sold $3.3 Billion of education loan asset backed securities to financial institutions worldwide. Dr. Howard is also the founder and 75% owner of U.S. Mortgage Finance Group (USMFG), a secondary market for foreign national residential mortgages loans secured by U.S. residential properties. USMFG purchased $375 Million of residential mortgages loans and acquired approximately 200 residential rental properties. He is also the President and Chief Executive Officer of U.S. Renewable Energy Group, an owner/operator of two community solar energy generation plants in New York.
In 1997, Dr. Howard was appointed Special Envoy to Nicaragua by the President of the United States. In 2020, Dr. Howard was appointed by the President of the United States to the board of directors of the National Security Education Program at the U.S. Department of Defense for four years.
In 2015, former Philippine Secretary of Foreign Affairs Albert Del Rosario appointed Dr. Howard as the Philippines’ honorary consul for the State of Florida for three years. In early 2016, Dr. Howard, at his expense, opened a consulate in Miami which provides document notarization (pursuant to the laws of the State of Florida and the Republic of the Philippines) and authentication services and passport application services periodically. Over 3,500 passport applicants have been served to date that otherwise would have been required to take off a week from work and fly or drive up to 2,000 miles round trip from Florida to the Embassy of the Philippines in Washington, D.C. In 2018, Dr. Howard was reappointed honorary consul by Philippine Secretary of Foreign Affairs Alan Peter Cayetano for three years, in 2021 by Philippine Secretary of Foreign Affairs Teodoro Locsin for three years, and in 2023 by Philippine Secretary of Foreign Affairs Enrique Manalo for three years.
At his expense, Dr. Howard defeated a U.S. Senate amendment to keep the Balangiga bells in the United States forever, nullified U.S. House language to keep the Balangiga bells in the United States for another five years and he changed the 2018 National Defense Authorization Act (NDAA) of the United States to expressly permit the return of the three Balangiga bells by the United States Secretary of Defense provided such return was in the national security interests of the United States. He also refurbished the bells and provided exact replicas of the bells and memorial plaques to the U.S. military facilities in Colorado and Wyoming from which the original bells were retrieved. Dr. Howard was given the General Carlos P. Romulo Award for causing the return of the Balangiga bells.
He was or is on the advisory board of organizations including the Baltimore Council on Foreign Affairs, the American Nicaraguan Foundation, the Philippine American Foundation, the American Field Service International Scholarships Philippines, the Philippine Disaster Resilience Foundation, the Stimson Center and the Center for Strategic and International Studies. He is a founding board member of the U.S.-Philippines Society which is chaired by the former Director of National Intelligence, John Negroponte. He is a member and sponsor of the U.S. – Philippines Task Force at the Center for a New American Security.
He graduated from the University of Maryland Baltimore County (UMBC) with a B.A. in Economics and Political Science (cum laude). As a Political Science major, he wrote a paper entitled “An Examination of the Muslim Insurgency in the Southern Philippines and Proposals for Peace in the Region.” He was awarded a Doctor of Humane Letters (h.c.) degree by the University of Mobile.
CONG. RENATO V. DIAZ, VICE-CHAIRMAN
Diaz spent his elementary and high school days at San Beda College. He graduated cum laude and received the Dean's Award for Leadership and Academic Excellence from the same school with a Bachelor of Science in Commerce Major in Accounting degree.
He passed the CPA Board Examination and Career Service Professional Exam in 1967. While working for the First District of Nueva Ecija, House of Representatives, he had worked on earning an MBA degree from the Asian Institute of Management which he received in 1972.

GEN. BERT K. MIZUSAWA, CONSULTANT
Bert Kameaaloha Mizusawa (born January 1957 in Hawaii) is a retired Major General in the United States Army serving from 1979 to 2015. Mizusawa also served in the United States Senate as a professional staff member and as a Senior Executive in the Pentagon, making him one of only a handful of individuals to serve at flag rank in the military as well as in both the legislative and executive branches. Mizusawa is also an attorney and is admitted to the bars of New York, the District of Columbia, Virginia, and the United States Supreme Court.
West PointIn 1975 Mizusawa was accepted to the United States Military Academy at West Point. While at West Point, he served in the Cadet Captain position as Brigade Athletic Officer. On June 6, 1979, Mizusawa received his bachelor's degree and graduated first in his class.
HarvardMizusawa attended Harvard Law School and graduated with a Juris Doctor in 1989. He also received a Master of Public Policy from the John F. Kennedy School of Government and was twice selected as a MacArthur Fellow in International Security. While at Harvard, he interned with the United States Attorneys' Counterdrug Task Force.
As a Captain, Mizusawa, an Airborne Ranger, served as a paratrooper in Italy with the 1-509th Airborne Battalion Combat Team and commanded the Army's most forward-deployed combat unit, the Joint Security Force, in the Korean DMZ.As a Colonel, he was assigned as the first commander of the Army Reserve's new cyber command, the Army Reserve Information Operations Command. In 2005, he commanded the first team deployed to Afghanistan from the Joint Center of Operational Analyses.As a Brigadier General, he served as the Deputy G3 (Operations) of the U.S. Army Material Command, as Deputy to the Commanding General, Multinational Corps-Iraq and as Deputy Commanding General of the 335th Theater Signal Command.In 2011 Mizusawa was promoted to Major General and assumed the assignment of Deputy Director for Strategic Initiatives, Joint Chiefs of Staff. He later served as the reserve assistant to the Chairman, Joint Chiefs of Staff and as commander of the Combined Joint Interagency Task Force-Afghanistan (CJIATF-A), which was awarded the Joint Meritorious Unit Award for its performance during Operation Enduring Freedom.Mizusawa was an attorney with the Wall Street law firm Sullivan & Cromwell from 1990 to 1994, where he advised underwriters on complex debt and equity issuances.
In early 2020, Mizusawa was appointed as a senior adviser for national security technology and business integration at the Central Intelligence Agency. He currently serves as a consultant to the Solutions Philippines LLC.
